
Road Sector Reform Namibia - 2000
The road sector (as it is commonly referred to, although more correctly: 'subsector') reform in Namibia commenced shortly after Namibian independence in 1990, as part of a comprehensive post-independence reform of the Namibian transport and communication sectors. It was substantially completed in April 2000, with the commencement of operations of the Road Fund Administration (RFA), Roads Authority (RA), and Roads Contractor Company (RCC). The RFA was newly established under the auspices of the Ministry of Finance. The RA and RCC were created out of operational components of the Ministry of Works and Transport. The latter was thereby substantially reduced, with a shift of its responsibilities toward policy and regulation.
